Yeah, I know in some hands on
Yeah, I know in some hands on at some of the Gaming cons, they mentioned how they customized their vehicle with a Hot Pink color and went around the wasteland killing badguys in it. So yes, if you want to ride around in a pimped out ride that'll make your enemies blind from your neon pink color of your car, you can. Go Team.

Here's a video with footage of the vehicle customization screen at 1:29. This was taken from Vintoks' thread so thanks to him. Although it's in German you can see that there are several chassis that you can choose from, different weapons, and colors that you can add to it. Hope this helps!
Yes. When you goto the vehicle spawning station you can select the colors you want your vehicle to be.
