Is Anything In Borderlands Randomly Generated Besides Loot?

I was reading reviews and saw that nothing besides loot was randomly generated. Is this true?

Enemies are procedurally

Enemies are procedurally generated, so you can go to a bandit camp full of midget's one minute, leave,  and come back to find a plethora of new enemies.

Well, early on it was said

Well, early on it was said that the entire world would be randomly generated with the exception of cities and the paths that connect them, imagine just eastof Fyrestone there is that area with bonehead, then the next day its just an empty space. Also it was a rumor that quests would be randomly generated.

but that was all removed so

but that was all removed so yeah just guns and enemies are randomly spawned.
