Can't Enter Trash Coast

The claptrap that's standing at the gate won't activate it even though the waypoint directs me right to it. Keeps Telling me to Bugger off. Really frustrating. Oh, and after he says it I can't activate him again unless i save and go back to him, but only able to activate him once.
