The Storm Project: TSP.
TSP is an effort to update and in some ways improve the old Borderlands maps for PC. The idea is to scale the original maps and increase the over all difficulty to post Knoxx levels and give the player base their beloved 2.5 back. 
 
What is being changed/added?
Enemies scale from 57-65
Chests and Vending machines are being updated. New ones added.
Lockers, Skag Piles are being updated.
Boss weapon drops are being scaled.
"Chance encounters" system has been added to some maps.
-Chance encounters are areas where a boss might spawn on the player(s) at any given time during a fight.
Vehicles from Knoxx have been implemented.
Enemies from Knoxx are being added. (as few as possible)
When/how are maps released?
Maps are made into ‘Packs’. When each map pack says "Ready for Beta" a closed beta is offered to volunteers for testing. Testing periods could be a week or a month depending on the number of volunteers and their feedback.
 
Current Map Pack Progress:
 
Pack 1: Public Release V1.2 - Download - (Update 8/23/10)
Includes: Arid Badlands, The Lost Cave, Skag Gully, Headstone Mine, Arid Hills and Sledges Safehouse. 
 
Pack 2: Open Beta 1 - Download - (Update 8/23/10)
In Open Beta & Includes: Dahl Headland, New Haven and Tetanus Warrens
 
Pack 3:
In Beta & Includes: Rust Commons West, Treacher's Landing and Crazy Earl's Scrapyard.
 
Pack 4:
Under Construction & Includes: 
Rust Commons East - 90% Complete
Trash Coast - 0%
Krom's Canyon - 90% Complete
Old Haven - 0%
 
Pack 5: Not Started
Includes: Salt Flats, Crimson Enclave
 
Pack 6: Not Started
Includes: The back Door, Crimson Fastness
 
Pack 7: Not Started
Includes: The Descent, Eridian Promontory, The Vault
 
Requirements:
General Knoxx DLC must be installed.
Players will need to install the map hub, and activate the oasis fast travel point in their game. See The Map Hub List and Reservations thread in the off worlder section for instructions as TSP uses Mapslot1.
 
Future updates/Patches
Once the project is complete I’ll be sending out updates and patches depending on the suggestions made by the community on a bi-weekly or monthly basis determined by necessity. Emergency updates may take an hour or two after they are reported, confirmed, fixed and checked.
 
Installation:
If you do NOT have a Map Hub Installed:

If you already have a Map Hub installed:

1: Go to your 2k games\Gearbox Software\Borderlands\WillowGame\CookedPC\Maps\maps lots folder: Delete mapslot1 (or rename it another slot)
 
2: Go to your 2k games\Gearbox Software\Borderlands\WillowGame\CookedPC\Maps
-Create a new directory and name it WP
-Open the PackFile with WinRar.
-Extract everything in the PackFile into the WP directory.
 
Win32 the default install directory is C:\Program Files\2k games 
Win64 the default install directory is c:\Program files(x86)\2k games 
Steam installation directory should be \Program Files\Steam\steamapps\common\borderlands
 
Important Installation update notes:
Please see this Post in order to make the necessary changes to the WillowEngine file. Without making these changes this project will not run at 100%.
 
Current Confirmed Bug List:
Bug: Re-spawning
Severity: Minimal
Details: Player(s) Fall through world a few sec before Re-spawning.
Status: Fixed - To be released in next update.

  After a lot of play

 

After a lot of play testing and packs 2 and 3 now in the hands of the beta testers I found a little time to get some small updates done. That in mind, I've updated the OP. Changed a little information and added the construction-plan for Packs 5,6 & finally 7.
 
Construction has resumed on pack 4 and is moving along rather well. Can't wait to get some play-time in it as one of the best parts of making this project is being able to set it aside and just have some fun. Gotta enjoy the little things.

Should you update any..think about this
I want to pop up a reolutionary idea in here, even though it's too late coz the 4th dlc is the last ending chapter of the game. The idea is a place just like the "underdome" separate from any other questing places Where online gamers or Lan gamers could have respective Display rooms where they can show their loot to each other and possibly sell them to each other, where the seller put a price in a case and after discussing and agreeing, when the item is bought cash is versed from A to B - or Item exchange is made from a window to the other. This isn't about money for certain coz at  lvl 61 money isnt a problem. But exchanging good loot, yellow eridians and rarities in a proper way with seeing all the specs in a proper window and not just the gun thrown on ground.
---> More secure . More Clear transitions n exchanges.

Interesting idea,

Interesting idea, unfortunately only GBX/2K can make changes to the game code like that would require. We simply don't have the access to the source code.

Update

You now need to change 1 setting in one of the game files for this project to run properly.


-Start Windows Explorer (right click start - select explore)
-Windows XP: Click through until you get to -> C:\Documents and Settings\*username*\My Document\My Games\Borderlands\Willowgame\Config

-Windows 7: c:\Users\*username*\My Documents\My Games\Borderlands\WillowGame\Config

**Username = the current name you are logged in on. Do not use the 'All Users' folder.

-Double click on WillowEngine.ini to open it.
-Search (ctrl+f) for DefaultMaxPopulationActorCost
--This is set by default to 100. Set that to 300
--So it should be: DefaultMaxPopulationActorCost=300
-Right click the file - Select Properties - On the Bottom make sure 'read only' is checked - click ok.
-Save the file.
-Done
