WHat exactly is DLC?

So i see everyone talks about DLC (thats Down Load Content right?) and what they want it to be... im not exactly sure what it is... is it just a download that changes the whole game or does it just add a few things? I see people wanting level caps increased but if that happens will there be harder enemies and more skills? im just kind of confused on the whole thing... anyone care to explain it thoroughly? Thanks =)

thanks for clearing that up for meh =) just kinda sucks since my PS3 is at my dads and he doesnt have internet D=
DLC or downlodable content is pretty much just an expansion of the game it was made for. The New DLC added a whole new area and a bunch of quests and stuff idk i dont have it but the up coming dlc for borderlands will probably have some higher level caps or so we hope
