Explosive-ness
The damage is ok for this sniper + the explosive means the AoE (Area of effect) which the damage can spread. Ex. i shoot an apple.. the apple is in the middle of a few oranges (Oranges = AoE) The apple i shoot explode and the oranges get damaged as well.. well at least thats what i think... i dont think that explosives really add more damage if thats what you guys are thinking- well anyways this gun is ok since it needs a faster reload time for its lack of bullet capacity

So ur saying if you were to, lets say, stick dynamite on a arrow and shoot someone, the dynamite would only hurt the people around the guy? i think not, therefore high explosives hould add damage =)
Actually, we have guns now
Actually, we have guns now that can fire explosive rounds. The M19 is a belt-fed automatic 40mm grenade launcher. And the rifle WarHavok mentioned (from Jurassic Park) is the Barrett .50 cal. .50 caliber rounds pretty much do cause things to explode, because of their size and velocity.

Same way a shotgun can spray acid. A revolver can poison an enemy, and another sniper rifle can shock an enemy. The gun has elemental properties. Sure its not possible, but its Sci-Fi, assume it IS possible in this universe.
